Skinning system overhaul

Put any ideas for the skinning system overhaul here.

show_master(DESC,RSS,SHUFFLE,NOICON,FORUMID); // Blank just brings defaults

DESC_INT = True or False, if false it globally will remove all description regardless of the option used in administration panel

RSS_INT = T/F to active

SHUFFLE = Randomly shuffles the forums and subforums everytime it lists

NOICON = forces to remove cat_imgs

FORUMID = ex. '4 53 10 3' will only list

show_statistics(); // Like always blank is default

FORCE_REGISTERED = Only will list the registered users and remove all guest related statistics more later lol
